Organizational Regulations of the Prof. Kazimierz Orzechowski Library of the Faculty of Law, Administration and Economics

Chapter I – GENERAL PROVISIONS

§1

The Prof. Kazimierz Orzechowski Library of the Faculty of Law, Administration and Economics of the University of Wrocław (hereinafter referred to as the Library) cooperates with the University Library and other specialist libraries at the University of Wrocław within the framework of the library and information system of the University of Wrocław.

§2

The following legal acts regulate the activity of the Library: The Law on Higher Education and Science, the Law on Libraries, and other regulations governing the activity of libraries and the Statute of the University of Wrocław.

§3

The Library’s basic tasks include:

1. organizing a scientific and didactic workshop by selecting, developing and storing library materials according to the established rules of collecting;

2. making collections available to the public, and participating in interlibrary loans;

3. conducting informational activity;

4. record keeping of scientific output of an organizational unit, if the head of the organizational unit does not outsource this task to another unit;

5. conducting didactic and promotional activities, including library training and professional development of its employees;

6. cooperation with libraries of other organizational units.

Chapter II – ORGANIZATION OF THE LIBRARY

§4

The Library is part of the Faculty of Law, Administration and Economics (hereinafter: the Faculty).

§5

The scope of the Library’s specialization is determined by the Dean of the Faculty.

§6

The Dean makes decisions and performs the following tasks:

1. Assigning rooms for library purposes, which provide suitable conditions for safe storage of the collections and their availability;

2. Providing the Library’s employees with appropriate working conditions;

3. Determining, together with the Library Director, the scope of the Library’s activity;

4. Requesting the Rector to change the organizational structure of the Library when needed;

5. Allocating funds for the Library, which should secure:

a) replenishment of the collection guaranteeing the satisfaction of scientific and didactic needs;

b) covering expenses related to the current activities of the Library and its equipment;

c) conservation of the collections.

6. Co-deciding with the Library Director about current financial matters of the Library;

7. Submitting to the Rector motions for employment, promotions and dismissals of the Library’s employees – in consultation with the Library Director;

8. Submitting to the Rector motions for awards, merits, and incentive bonuses for the Library’s employees – in consultation with its Director;

9. Applying for awards and merits for the Library Director;

10. Establishing, in consultation with the Director of the University Library, the scope of responsibilities of the Library Director;

11. Approving the librarians’ job descriptions;

12. According to §58 section 7 of the Statute of the University of WrocÅ‚aw, approving the Library Regulations agreed previously with the Director of the University Library.

§7

1. The Dean, in consultation with the Faculty Council, appoints the Library Commission, which is the Dean’s consultative body.

2. The Commission is composed of the Faculty employees approved by the Faculty Council and the Library Director.

a) The term of office of the Library Commission coincides with the statutory term of office of the Dean.

b) The competence of the Library Commission is to give opinions on matters concerning the organization and functioning of the Library:

i. Submitting proposals and giving opinions on solutions concerning the functioning of the Library;

ii. Expressing opinions on issues related to the direction of the Library’s activities and its development;

iii. Expressing opinions on the rules of collecting library materials;

iv. Giving opinions on Library regulations.

§8

The Library is managed by the Library Director who is the direct superior of all the employees working in the Library.

The Library Director is appointed by the Rector at the request of the Dean of the Faculty, after consultation with the Director of the University Library.

The Library Director is responsible for the implementation of tasks directly before the Dean of the Faculty.

§11

The tasks and powers of the Library Director include:

1. Proper organization of the work in the Library;

2. Informing the Dean about Library problems, and submitting drafts of solutions to these problems;

3. Co-deciding with the Dean on current financial matters of the Library;

4. Preparation of plans of Library activities and methods of their implementation;

5. Submitting annual reports on the activities of the Library to the Dean and the Director of the University Library;

6. Participation in meetings organized by the University Library on important issues related to the development of the information system and user service in the University;

7. Co-responsibility with the Dean for the security and protection of the Library, and for its proper protection against theft and destruction;

8. Cooperation with the administration of the Faculty in matters concerning the protection of collections;

9. Submitting requests to the Dean regarding the employment and promotion of library staff and requesting the dismissal of an employee if needed;

10. Care for work discipline and full use of time by subordinate employees;

11. Defining the scope of employees’ duties;

12. Care for raising professional qualifications of employees and training of employees;

13. Preparing applications for awards, merits and incentive bonuses for the Library’s employees;

14. Settling matters not covered by the Regulations.

§12

The Library Director takes part in meetings of the Faculty Council in an advisory capacity.

§13

1. Library Director is appointed on a basis of a protocol, with the participation of an acceptance commission appointed by the head of the organizational unit.

2. The handover protocol should include:

a) protocol from the inventory carried out, according to the Regulations of the inspection of the University of WrocÅ‚aw libraries’ collections;

b) a list of things done and not done;

c) list of current affairs.

3. The Dean gives the newly appointed Director the documentation concerning the activities of the Library and its seals.

§14

The Deputy Director cooperates with the Director within the scope determined by the Director, in particular:

1. Supervises the activities of the subordinate Collections’ Acquisition, Development and Circulation Department;

2. Informs the Director about the problems of the subordinate Department and submits projects of their solutions;

3. Cooperates in creating plans and collective reports of the Library;

4. Prepares bonus applications, promotions and awards in cooperation with the Director;

5. Cooperates with the administration of the Department in matters concerning the protection of collections;

6. Replaces the Director in his or her absence.

§15

Office materials, furniture, library equipment and technical devices are supplied to the Library by the Faculty’s administrative services in consultation with the Library Director.

§16

Library prints are purchased by the Library from the financial resources allocated by the Dean.

Chapter III – THE STRUCTURE OF THE LIBRARY

§ 17

Library consists of:

1. The Collections’ Acquisition, Development and Circulation Department

2. The Scientific Information and Digitalization Department.

§18

The basic tasks of the Collections’ Acquisition, Development and Circulation Department is to:

1. Collect library materials

2. Run a register of orders

3. Purchase foreign and domestic publications

4. Run a register of books and journals

5. Index current acquisitions, books and journals from restricted collections

6. Create bibliographic records and authority files for computer catalogue

7. Run a register of losses

8. Technically develop books and journals and prepare them for maintenance

9. Develop publications in KABA language of subject matter,

10. Exchange books and journals, accept gifts, send titles deemed unnecessary to other libraries

11. Make books and journals accessible in the Library, and lend them outside the Library

12. Fill orders within the framework of interlibrary loans

13. Update the computer database of readers and prolong the library cards entitling to borrow books

14. Complete and select the collection of books in the Reading Room

15. Store, bind, and preserve library materials

16. Fill orders to the Reading Room and local and interlibrary Lending Room

17. Run a register of borrowed books and check it every year

18. Run an inventory according to schedule

19. Check the state of protection of books and journals

20. Prepare list of lost books

§19

The tasks of the Scientific Information and Digitalization Department is to:

1. Collect and develop papers of academic staff for bibliography of the University of Wrocław

2. Register publications of employees and doctoral students in the HUESCA scientific information system

3. Prepare and import bibliographic data to the Polish Scientific Bibliography (Polska Bibliografia Naukowa), intended for evaluation of the Faculty

4. Provide information (on legal, administrative and economic issues)

5. Provide information about catalogues and bibliography

6. Prepare informative materials about the Library

7. Edit the Library website

8. Carry out training courses related to legal bases for students, seminarians, and doctoral students

9. Coordinate works related to the functioning of the Digital Legal Library and Repository of the University of Wrocław

10. Digitalize the library collections

11. Make digitalized resources available in the collections of the Digital Legal Library and Repository of the University of Wrocław

12. Scan library materials, process digital images in graphic programs, convert files to appropriate formats

13. Insert publications in PDF, DjVu and other formats

14. Develop digital resources, create metadata of a digital object

15. Formally and factually prepare publications in Dublin Core format

16. Cooperate with an electronic publisher of the Faculty (e-Wydawnictwo)

Chapter IV – COOPERATION OF LIBRARIES WITHIN THE LIBRARY-INFORMATION SYSTEM

§20

The library closely cooperates with the University Library and other specialist libraries in collecting, developing and giving access to the collections and information activities. This cooperation is organized by the University Library through its Scientific Information Department.

§21

The tasks of the Library within this cooperation include:

1. Submitting annual reports and work plans to the University Library;

2. Regular completion of the database of publications of employees of the organizational unit, supplementing the computer catalog of books and magazines;

3. Providing current information on the home page of the University Library;

4. Promoting activities of the University Library at the Faculty,

5. Handing over the inventory protocols for approval by the Director of the University Library;

6. Participation in trainings and demonstrations organized by the University Library.

§22

The Library conducts training and professional development of library staff.

§23

The Library has priority in receiving duplicates and unnecessary prints from the University Library.

§24

The University Library has priority in receiving duplicates and unnecessary prints from the Library.

Chapter V – FINAL PROVISIONS

§25

The Provisions of the Regulations may be amended in accordance with the procedure in force at its adoption.

§26

The Regulations of the Library were positively reviewed by the Library Commission at its meeting on October 24, 2018.

§27

The Regulations were reviewed by the Director of the University Library and approved by the Dean of the Faculty of Law, Administration and Economics on November 20, 2018.

§28

The Regulations shall enter into force on December 1, 2018.
